TMAPI 2.0 released

After several years of development TMAPI 2.0 is now released. It is thus now the de-facto standard Topic Maps API for Java. The only Java implementations of it so far are Ontopia and tinyTiM, but there is hope that the current 1.0 implementations will be ported to 2.0 in the near future.
